If you have the achievements but not the appearances, it means you never purchased the appearances. The achievements simply allowed you to purchase the items or appearances at the vendor. LegionĮlite appearances from Legion seasons were not automatically unlocked by the achievements. The Elite appearances are not tracked in the Sets tab, are only tracked as individual pieces. When checking the Appearances tab, be sure you check the Items tab (not the Sets tab) and be sure your filter is set to Collected.
If you have the achievement(s) for the season, you should have the appearances unlocked and you should be able to use them for transmogrification. Since Battle for Azeroth, Elite gear appearances are automatically added to your collection as soon as you earn the necessary rating and the associated achievement.
